I didn't make it, but I can see that the colors have been adjusted a great deal. If you look at just a small selection of tutorials from the icon-making community you'll see that adjusting them individually as well as using a number of filters is the norm now.

On the other hand, TNG was more colorful than modern tv sf (though less colorful than TOS). They're both relatively easy to turn candy-colored.
