do people use them as punctuation? i thought they were just for the occasional url, and to put over spanish letters. what do they do as punctuation?

they're not called tildes when over letters, to my knowledge (and those letters are not confined to spanish). they use them in punctuation in stories when they're trying to invent their own standards of punctuation for thoughts, telepathy, flashbacks, and other things that can be perfectly well indicated by existing punctuation, line breaks, and the intelligence of the reader.
