The solution I found was to use cloth diapers and adult incontinence inserts - but that was for female dogs. Male dogs apparently need something called belly bands (for urine - if he poos, too, there are other solutions, see first link). I can't find the brand I used to use, but these three looked like the best current alternatives:

I know it's rough and hard to even think about, but oh my God, once you get him into diapers it's amazing. I felt such RELIEF from the stress I hadn't even realized it had been lending to my life. Don't try to cobble together your own solution - lots of us have been in your shoes, and there are good, relatively inexpensive re-usable products out there.
