cable modems have VERY bad upload speeds and the t3 takes a little more explaination. To have just one t3 line a month costs the school or whatever 3000+. To have a t3 network installed costs a hellllava lot more then that. So basicaly, when anyone's on a t3, they have to share it with an undetermined number of people. In fact, cable modems are just access node thingies that give you access to a portion of t3 bandwidth. So yeah, uploading via shared t3 sucks too because of bad ping times (or latency time between bits of info being sent).
