the punctuation goes INSIDE the quotation marks in almost all instances.
punctuation marks that always go inside: period, comma.
punctuation marks that always go outside: colon, semi-colon.
punctuation marks that vary: question mark, exclamation point. (these go inside a quotation mark only if the quotation is a question or exclamation, respectively.)
