the punctuation goes INSIDE the quotation marks in almost all instances.

punctuation marks that always go inside: period, comma.

punctuation marks that always go outside: colon, semi-colon.

punctuation marks that vary: question mark, exclamation point. (these go inside a quotation mark only if the quotation is a question or exclamation, respectively.)

That's one rule that differs between American/European style.
I work for a publisher and we regularly have epic battles between authors and our copyeditors on this subject.
We had one author of a math paper so insistent that periods should go outside the quotes, that he wanted an author's note that stated "the publisher's copyeditors have removed all meaning from this paper. If you wish to see the original version, please go to [url]".
We have recently been given dispensation to allow authors to follow their style of choice, provided they are consistent.

the british use single quotation marks, though, so i know to make exceptions for them.

I find that style illogical (yes, I am a geek). I did some research online (yes, also a librarian) and found some sources comparing British and US usage. Resolved to defend myself as adopting the British usage.

But it drives my betas crazy and making them happy is more important than logic. So I switched back.

this is one of my big pet peeves, too. oh, it irks me! enough to actually interfere with my enjoyment of a fic. which is totally irrational and unfair, but...grrr!

me too. it's not THAT irrational. it's not like you could figure out the other rules of punctuation based on the spoken language, or anything. it's GOT to be arbitrary!
