Yes. And it's not Bag End that he returns to...

They move in there at the end of the book, yes, but apparently not at the end of the film. The smial that they enter has a yellow door, and it's down lower on Bagshot Row. Removing the Scouring removed the necessity of having Sam as Mayor, which in turn removed a lot of the other events that lead up to Sam inheriting Bag End.

Also, was it my imagination or did the Mumak-rider with the bald tattooed head get killed twice? Or were there two of him?

There were two. Or, well, I imagine there was one per Mûmak. But two that got heroic death scenes. Their makeup and costumes reminded me of the design of The Cell. I was all, "Vincent D'Onofrio!"
