I'm guessing not-sex-sex is non-penetrative, because everyone knows that's not really sex.

Actually, it was Transformers fandom. (Sorry, Cim, for not replying.) Not-sex-sex usually means it's not "sticky" (i.e., the author didn't give the robots parts that approximate human genitalia). Not having read the story, I'm just guessing. At any rate, in this case, I find "inadvertent dub-con" more wtf-ish than "not-sex-sex."
